In 2016 the only way is while you still in "Header" you click "Format Picture" or "Format Object" there is no way to click the Graphic because of the placement of behind the header, in 2011 it is in front. In 2011 you could just click on the graphic and change the size of the graphic. The meaning of my comment was, that there is a difference in the way you have to resize the Graphic. Yes, I am aware they finally added it, and I am glad they have.
